City mulls blood-alcohol limit for people using parks, beaches

Councilman Bruce Henderson today proposed to make it illegal for anyone to have a blood-alcohol level higher than 0.08 percent — the same standard for drunken driving — while at a city park or beach.

In a 9-0 vote today, the San Diego City Council refused to ban alcohol at all municipal parks and beaches, calling instead for a “responsible program” that would target problem areas but not penalize law-abiding citizens who enjoy a drink at sunset or at company picnics.
