A referendum on a ban on alcohol at San Diego beaches has qualified for the ballot, leaving the City Council to decide whether to rescind the measure or put the question before voters.

An ordinance prohibiting alcohol on all San Diego beaches and at six city parks that began yesterday was suspended late in the day after a citizens’ group filed a petition calling for a referendum vote.

A ban on alcohol at all city beaches and six parks went into effect today, but opponents say they have more than enough signatures on petitions to suspend enforcement and force the City Council to either rescind it or call a referendum election.
